This manual provides essential instructions for the safe operation and maintenance of the Toro 21in Super Recycler Lawn Mower. Before first use, ensure the handle is unfolded, the blade-control bar is installed, the engine is filled with oil, and the recoil-starter rope is properly routed. Always check the oil level and fuel level before starting the engine.
Setup and Assembly
- Unfolding the Handle: Rotate the handle locks to release the handle, move it to the operating position, and lock it into place.
- Blade-Control Bar: Ensure the blade-control bar is correctly installed.
- Recoil-Starter Rope: Install the rope in the rope guide to ensure safe and easy starting.
- Adding Oil: Use SAE 30 or SAE 10W-30 detergent oil. Check the level using the dipstick; do not overfill.
- Grass Bag: Assemble the grass bag and attach it to the rear of the mower by seating the bag-rod ends into the notches at the base of the handle.
Operation
Before Operation: Inspect the area for debris, check that all guards are in place, and ensure the blade is not damaged. Fill the fuel tank with fresh, unleaded gasoline (no more than 10% ethanol).
Starting the Engine: Hold the blade-control bar against the handle and pull the recoil-start handle sharply after feeling initial resistance.
Adjusting Cutting Height: Use the cutting-height levers on the wheels to set the desired height. Ensure all wheels are set to the same height.
Self-Propel Drive: Walk with your hands on the upper handle; the machine will automatically keep pace with you.
Maintenance
- Schedule: Check oil before each use. Service the air filter every 25 hours. Perform yearly maintenance including oil changes, blade sharpening/replacement, and cleaning.
- Air Filter: Unclip the cover, inspect the filter, and replace if excessively dirty.
- Changing Engine Oil: Run the engine briefly to warm the oil, then drain by tipping the machine onto its side (air filter up). Refill with 0.44 L of oil.
- Replacing the Blade: Use a torque wrench to tighten the blade bolt to 88 N·m (65 ft-lb).
Storage
Vertical-Stow Position: To save space, you can store the mower vertically. Ensure the fuel level is low, the cutting height is set to 92 mm or lower, and the handle is folded forward. Do not store the machine in a position beyond 90 degrees.

Common problems
Engine does not start
Check fuel level, ensure spark plug wire is connected, check oil level, and ensure recoil-starter rope is installed correctly.
Machine does not roll backward easily
Stop walking, hold hands in place, and allow the machine to roll forward a few centimeters to disengage the wheel drive.
Engine shuts off or stalls
Check for clogged discharge chute, ensure grass is not too long, and check oil level.
